As a former active-duty Marine Corps officer, corporate general counsel, and business executive, James offers clients deep insight at the intersection of law, business, and government.
After earning his law degree from the T.C. Williams School of Law at the University of Richmond, James began his legal career by clerking at the Supreme Court of Virginia. He then entered private practice in Warrenton, Virginia with the law firm of Walker Jones, where he focused on civil and commercial matters. In 1995, he joined Logis-Tech, Inc., a defense contracting firm, where he has served as President and General Counsel for nearly three decades. His role has included negotiating multi-million-dollar contracts, ensuring regulatory compliance, managing litigation, and guiding company growth—all while navigating the complex intersection of business and federal procurement law.
James co-founded Bounds and Bounds, PLLC with his son, Daniel, helping shape the firm’s mission and values around integrity, strategy, and long-term client relationships. He continues to offer high-level legal counsel to businesses working with government agencies, including on matters involving contract formation, procurement disputes, compliance issues, and operational risk management.
Before becoming an attorney, James earned his bachelor’s degree in Political Science from Virginia Tech and served in the United States Marine Corps as an infantry officer and light armored reconnaissance officer. During his time in uniform, he deployed in support of Operations Desert Storm and Desert Shield and achieved the rank of Captain. His military background informs his steady leadership style, strategic thinking, and ability to guide clients through challenging legal terrain.
James is known for his ability to bridge legal and operational concerns, particularly in industries subject to government regulation. His clients benefit from a combination of legal precision, business practicality, and leadership earned through decades of experience.
